Asbestos Management

Preamble

Managing asbestos (and other hazards) correctly will minimise health and safety problems and reduce costs associated with work being undertaken.

Any person involved in asbestos removal or work must ensure work is completed in accordance with the Code of Practice Management and Control of Asbestos in Workplaces[NOHSC:2018(2005)] and Safe Removal of Asbestos 2nd Edition [NOHS:2002(2005)].

 

Policy

Funding of work associated with asbestos removal

1. Projects

The cost of removal, treatment or monitoring of asbestos, which is directly related to a project, shall be covered by that project. Costs incurred due to negligence by a contractor shall be borne by the contractor.

2. Maintenance

If there is found to be a need to monitor, treat or remove asbestos during maintenance work, the cost will be covered by Facilities Management.

3. Departmental concerns

If there is a departmental concern that asbestos associated with buildings or services may pose a health problem to staff, contact Operations and Maintenance to arrange for monitoring or testing. The cost will be borne by the department unless Facilities Management deems that monitoring was necessary in the first instance.

Project Coordinator

1. Notify Heads of occupying buildings where maintenance work, alterations or additions are to be carried out by forwarding a Notice of Work Scheduled form which will contain the following information:

    • Nature of work
    • Location
    • Starting date
    • Planned completion date
    • Name and telephone number of Project Manager responsible for project
    • Existence and results of any reports on hazardous substances relevant to the works
    • Special safety requirements
    • Possibility that hazardous substances may be discovered after works commence
    • Procedures to be followed by Head of Department on being advised that hazardous substance has been discovered.

2.    A copy of the form will be given to the contractor carrying out the work.

Project Coordinator

  1. Should carry out following procedures if a suspected hazardous substance is discovered :
    • Stop work in affected area
    • Vacate affected area
    • Arrange analysis of sample
    • Advise Heads of Departments
    • Advise Director, Facilities Management
    • Advise Safety and Health Office
    • Determine, in conjunction with Safety and Health Office the extent (if any) of risk to health
    • Initiate action to remove the hazard or limit the risk
  2. Instruct asbestos consultants/contractors (if these have been engaged for a project) that:
    • Each new discovery is to be treated as a separate job
    • Activities are to be completed in a sensitive manner with regard to the special needs of the University community and carried out as per the Code of Practice for the Safe Removal of Asbestos.

Removal activities will be conducted with as little public display as possible, preferably on weekends or during University holidays.

    3. Asbestos Removal Certification

At the conclusion of any removal of asbestos material, a certificate MUST be filed in the asbestos file held by FM Environmental Services.

The Certificate will include:

  • Location of removal project;
  • Nature of asbestos material removed, its form in-situ and methods employed in the removal;
  • Dates of the work;
  • Details of the removal workers: Name, Company, Address, ABN;
  • Full current detailsof the Removalist's Public Liability Insurance (NOTE: copy to Insurance Office for approval to proceed);
  • Describe the protective measures employed;
  • Any atmospheric or surface tests carried out;
  • A Certification Statement that the work was done to applicable (at the time) Australian standards and in conformity with Worksafe WA Guidelines; and
  • Any other comments on pollution escapes, mishaps or received reports (from work staff or general public).
