Consumption of Liquor on Campus

Liquor Permit form

Policy

The University administers the consumption of liquor on campus under the terms of the Liquor Licensing Act and cooperates with the Liquor Licensing Division in issuing liquor permits and monitoring functions on campus where liquor is consumed.

University alcohol policy covers all University sites and the six colleges of residence. It is not lawful to sell liquor at a University college without the appropriate liquor permit.

The University encourages a responsible attitude towards the use of alcohol on campus and has developed procedures in place to ensure :

  • that standards of behaviour on University sites are consistent with the mission of the University
  • the effective management of social functions at the University and in the colleges
  • the health and safety of staff, students, and visitors to the University and colleges

Policy and Procedures for the Consumption of Liquor on Campus are administered by the Security and Parking section of Facilities Management.

Advertising of functions and promotion of the sale of liquor

Advertising for functions should :

  • not emphasise the availability of alcohol
  • not refer to the amount of alcohol available
  • not encourage the excessive consumption of alcohol
  • not encourage attendance at a function by advertising alcohol at reduced prices
  • make equal reference to the availability of non-alcoholic beverages

by external organisations in hotels, clubs or campus must also comply with these requirements.

The Manager, Security and Parking will remove advertising that does not abide by the above conditions and reserves the right to cancel a function if the above conditions are not complied with.

The promotion of alcoholic beverages on University sites requires the approval of the Registrar. Promotion includes the provision of alcohol as well as advertising material such as T-shirts, tents, sample bags, flyers, other printed matter, etc. No promotional material concerning consumption of liquor will be permitted in connection with Student Orientation Week and related activities.

Responsibility

The organiser of the function will be responsible for the event.

Bond

A bond may be required (at the discretion of the Venues Officer or the Head of a College) for functions where liquor will be served or sold and fifty or more persons are expected to attend. A bond will not be required for functions held on licensed premises.

Bond monies may be used for the repair or cleaning of damaged University or college property, which is clearly attributable to the function. Cleaning and repair costs will be deducted from a bond where this has been provided. Where a bond is not provided, an account for the damage or cleaning will be sent to the organisers of the function.

Age

  • Alcohol must not be served or sold on campus to any person under the age of eighteen years.
  • Organisers of a function are responsible for ensuring that proof of age and identity is obtained.
  • Severe penalties may be imposed if proof of age is not obtained by the organisers and liquor is served to persons under the age of eighteen years.
  • A function may be closed if these requirements are not met.

Provision of food and non-alcoholic beverages

It is desirable that food be provided at all functions where liquor is being served or sold.

Where liquor is being served or sold, non-alcoholic beverages must be available at comparable prices.

Excessive consumption

A function must not include any activity that encourages the excessive consumption of alcohol. Competitions involving drinking alcohol are not permitted.

Consumption of alcohol by organisers

Persons serving liquor or checking alcohol consumption may not consume alcohol immediately prior to or during the function.

Intoxication

Alcohol must not be provided to a person who is or appears to be intoxicated.

Security

All functions must be conducted under the terms of the Western Accord and its Code of Best Practice. Copies of the Code are available from the Guild or the Manager, Security and Parking.

Organisers of functions may be required as a condition of the liquor permit to employ licensed external security services from the Facilities Management Preferred Contractors list. Failure to provide security staff may result in permission to hold future events on University sites being withheld.

University Security must be contacted immediately on 6488 2222 if police or emergency assistance is required.

Designated areas

Alcohol may only be consumed in the area designated or licensed for this purpose.

Signs indicating the venue is a licensed area must be provided.

Signs indicating that persons under the age of 18 years are not permitted into the area must be provided.

Alcohol must not be taken into or out from the licensed area.

If an external area is to be used, this area must be fenced or cordoned off so that access cannot be obtained without the authority of the organisers.

Security staff approved by the University must be employed to ensure that the above conditions are not breached.

Closure of function

Consumption of liquor must cease at or before midnight. The venue may remain open until 1 am to allow the venue to be cleaned.

University Security must be contacted on 6488 3020 when the venue is closed after the event.

Cleaning of Area

The venue must be cleaned immediately after the event and left in a tidy state.

All rubbish, including any banner, poster or sign relating to the event, must be removed by the organisers of the function.

MISUSE OF ALCOHOL

Students whose excessive consumption of alcohol during functions held on campus :

  • results in harm to themselves
  • places others at risk
  • results in damage to University property

will be referred to the Registrar for action under the Misconduct Statute and may be advised to seek medical advice or counselling.

Staff whose excessive consumption of alcohol during functions held on campus:

  • results in harm to themselves
  • places others at risk
  • results in damage to University property

will be referred to the Director of Human Resources and may be requested to seek medical advice or counselling.

Visitors to the University whose excessive consumption of alcohol during functions held on campus:

  • results in harm to themselves
  • places others at risk
  • results in damage to University property

shall be referred to the Police Service.

Apply to Catering Sales Manager 6488 4282 to hold a function

GUILD TAVERN
Apply to Manager 6488 2138 to hold a function

GUILD VILLAGE and HACKETT HALL REFECTORY
Apply to Catering Director 6488 2314 to hold a function

Note: The Director will arrange for an Extended Licence from the Liquor Licensing Division.

UNIVERSITY THEATRES
Apply to Manager 6488 2441 to hold a function in a Theatres venue:

  • Winthrop Hall or Undercroft
  • Octagon, Dolphin or New Fortune Theatre
  • Sunken Garden
  • Somerville Auditorium

Other Areas where alcohol is sold or an admission fee is charged.

It is assumed if there is an admission fee and there is a pecuniary gain to the organisers of a function that some of the funds will be used to purchaser alcohol and an Occasional Licence from the Liquor Licensing Division will be required.

Organiser

  • If a venue is to be hired, obtain a Booking Form.  One can be printed from the Web: Venues Booking Form or from the Venues Office by telephoning : 6488 1779.  Booking forms are also available from the Sports Centre, the Guild and departmental secretaries.
  • Obtains Liquor Permit form from Manager, Security and Parking located in the Administration East Building (off Car Park 1) phone 6488 1205 and fax 6488 1144 : email - garry.jones@uwa.edu.au .  Liquor Permit forms are also available from the Venues Office, Sports Centre, Guild and departmental secretaries.
  • Completes and signs both forms.
Head of School or College responsible for venue where function is to be held

  • Signs Booking form and/or Liquor Permit Form

Organiser
  • Presents Liquor Permit Form authorised by Head of School or College to the Manager, Security and Parking with a diagram of the venue where the function is to be held at least 6 weeks prior to the event.

The diagram should indicate:

  1. name of the building to be used
  2. location of the building on campus
  3. north-south directional marking
  4. location of nearby car parks
  5. area where liquor is to be consumed (highlighted in colour)
  • Faxes or delivers Booking Form to Venues Office (Motorola Building, Fairwary, 1st floor) for approval prior to the event.  A bond may be required depending upon the size and nature of the function, (refer section on Bonds above).
Manager, Security and Parking
  • Signs Liquor Permit Form and forwards authorised copy to Hirer
Organiser
  • Takes original Liquor Permit Form and diagram of venue to Liquor Licensing Division, Hyatt Centre, 87 Adelaide Terrace, Perth (9425 1888) at least 14 days prior to the event to obtain an Occasional Licence: Liquor Licensing Division website: www.orgl.wa.gov.au
Liquor Licensing Division
  • Provides Occasional Licence

NB: If a function is to be held at UWA Sports Park or the Boatshed, the Booking Form and Liquor Permit Form should be authorised by the Executive Director, Sports Centre - not the Manager, Security and Parking

  • Lodges approved Licence with Manager, Security and Parking before the date of the function

Where alcohol is to be served not sold and there is no admission fee
