Policy
In accordance with University of Western Australia Lands By-Laws and current University policy the following permits may be issued, and practices followed, on the University campus. The maximum penalty for an infringement against the University By-Laws is $100.
Procedures
The following sections of the University Permit Policy are administered by the Project Officer, Facilities Management.
Distribution of Literature
Approval must be obtained from the Project Officer, Facilities Management to distribute literature around the campus in other than Guild areas. In Guild areas, literature may be distributed at the discretion of the Guild Activities Officer, 6488 2291. Costs related to the cleaning and removal of literature will be charged to the responsible person or organisation.
Posters
Any posters may be affixed to open noticeboards. Departmental permission is required to fix a poster to a covered noticeboard. Posters for cement rotundas around the campus must be approved by the Guild. Posters should not be fixed to walls as they become weather-worn and fall off, creating litter and cleaning problems and the glue stains and damages the sandstone. Clubs or societies who fix posters to walls or other non-approved areas will be charged for removal costs.
Pamphlets on Windscreens
Advertisements may not be placed under windscreen wipers on vehicles in University car parks.
Desks and Stalls
If a student club or society wishes to erect a desk in a Guild area for the purposes of distribution of literature and other goods, approval must be obtained from the Guild Activities Officer, 6488 2291. Approval will not be given to place desks at any other location on the campus, other than outside a lecture theatre where a lecture related to the literature being distributed is being held (contact the Project Officer, Facilities Management). Arrangements should be made by University departments with the Project Officer, Facilities Management concerning desks, stalls and marquees during the enrolment period.
Sale of Goods including food and books
Permission from the Guild Activities Officer, 6488 2291 is required to sell goods in Guild areas. Goods may not be sold anywhere else on campus including the lawn areas adjacent to the Guild unless special permission has been given by Facilities Management. If you receive a request to sell books, chocolates or other items in your section or department, please refer the person distributing the goods to the Project Officer, Facilities Management.
Food and Drinks in Venues
Food and drink may not be consumed in theatres, lecture theatres, lecture rooms or seminar rooms on campus.
Petitions
Approval to collect signatures for petitions must be obtained from the Project Officer, Facilities Management or the Guild Activities Officer, 6488 2291 (Guild locations only). Petitions will only be approved if they are sponsored by a University club or society, University staff members or University students.
Raffles and Collections
Guild clubs and societies
Approval is required from the Guild Activities Officer, 6488 2291 to sell raffle tickets and collect for charity within Guild buildings. A letter of approval from the Project Officer, Facilities Management is required to sell raffles ticket or collect for charity at other locations.
External organisations
A letter of approval from the Project Officer, Facilities Management is required for an external organisation to conduct a raffle or collect for charity anywhere on campus including the Guild. Approval is also required from the Guild Activities Officer, 6488 2291 for collections in Guild areas.
Raffles, Sweeps and Fundraising within Departments
Approval is not necessary to conduct raffles, sweeps or raise funds within departments.
Banners
Banners will only be approved for the front of the University, Guild buildings or the Reid Library bridge.
Approval is required from the Project Officer for external organisations to erect banners in ALL locations.
Front of the University (west of main entrance)
Banners advertising functions may be erected at the front of the University in the approved location, with the written approval of the Project Officer, Facilities Management (phone 6488 3556 fax : 96488 1038) in accordance with the following guidelines :
- The event advertised must be held on campus
- The wording of the banner must be approved
- Size : 2500 mm x 800 mm
- Professional in appearance, legible and not worn
- Made of canvas or PVC with eyelets at all corners
- Fixed by rope to the poles on the site and be taut at the top and loose at the bottom
- Erected one week prior to an event and removed the day after the event
Reid Library bridge
Permission is not required for University clubs and societies to erect banners relating to events (to be held on campus) on the Reid Library bridge. However, banners which are offensive, worn or not clearly legible may be removed. Banners should be affixed with rope, not adhesive tape or wire which may damage railings and buildings. They must be removed the day after the event.
Guild buildings
Permission is required from the Guild to place banners on Guild buildings (6488 2995 : fax 6488 1041).

Vending Machines
The University has given the Guild of Undergraduates the sole rights to install new drink, food and other vending machines on campus.
The Guild must obtain approval from Facilities Management before any machine is installed on campus. Facilities Management will ensure that the vending machine is in a suitable location and is correctly connected to the power supply.
Public Phones
Approval must be obtained from Facilities Management before any public phones are installed on campus. All public phones will be installed with the facility to contact the Security Office on a toll free 1800 number. The administration of public phones on campus is carried out by University Computing Services (Telephone Exchange).
Faults that are experienced in the operation of public phones should be reported directly to Telstra. Telstra representatives collect the monies from the phones.
Use of Venues as Polling Places
Approval in writing is required from the Venues Office (phone 6488 1779 : fax 6488 1113).
Approval is required from the Project Officer for external organisations to erect banners in ALL locations.
Use of Car Parks After Hours
