Vehicles on the Inner Campus

Preamble

The 1990 UWA Campus Planning Review recommended that landscape quality on campus should take priority over the needs of parking and traffic.

The need for a defined policy on vehicle movement through the inner campus becomes apparent in the light of the Occupational Safety and Health Act 1984 that stipulates:

"A person who, at the workplace is an employer, the main contractor or a person having control of the workplace, must ensure that the movement and speed of vehicles and plant at the workplace are managed in a way that minimises risk of injury to pedestrians and persons operating vehicles. Penalty for non compliance $10,000"

Definitions

The inner campus

Those areas of the Crawley and Nedlands campuses, and UWA Claremont, which are not roads or areas set aside for vehicle parking.

Users of the inner campus

Facilities Management (Grounds, Workshops, Unipark, Security, Cleaning Services, Central Plant), Audio Visual, Theatres, Guild Catering, University Club, Mail Room, Associated Contractors, and other Parking Authority Card holders.

Trafficable areas

Only those areas with pathways. All areas other than pathways are considered as GREEN areas. NO green area shall be considered trafficable without prior authorisation by Grounds or Unipark, unless traversed as a necessary and legitimate use.

Legitimate use

  • Only those Grounds, Workshop and other authorised vehicles containing tools or equipment, and where it would be unreasonable to expect the driver/tradesperson to carry such equipment.
  • Workshop vehicles engaged in emergency repairs or necessary repairs.
  • Emergency vehicles (fire, police, ambulance).
  • Security/Unipark vehicle engaged in surveillance, sign placement or emergency response.
  • Any special request for access, approved by Unipark.
  • Theatres and Guidl Catering vehicles, where direct access is necessary.

Policy

In light of safety and aesthetic considerations, vehicles are not to enter the inner campus unless it is necessary. Those vehicles needing to enter the inner campus for legitimate reasons must adhere to the following regulations:

  • Vehicles are not to use the inner campus as a thoroughfare.
  • Only UWA crested vehicles and private vehicles with a prominently displayed Parking Authority Card are permitted on the inner campus.
  • Parking on the inner campus is restricted to UWA vehicles and to contractors with the express permission from Unipark.
  • Pedestrians have right of way at all times.
  • Vehicles travel at an average walking speed (6kph) and have hazard lights flashing.
  • Vehicles leave the inner campus by the shortest route.
  • Vehicles, where practicable, remain on pathways.
  • Vehicles are not to obstruct roads, driveways, and escape routes from buildings or fire protection equipment.
  • Other than for legitimate use, vehicles are not to park on lawns and gardens without the permission of UniPark.
  • Supervisors are responsible for their staff and contractors'/consultants’ Parking Authority Card and bollard keys.
  • All Supervisors and Technical Officers are responsibe for ensuring that their staff and contractors are made aware of the policy and are required to monitor compliance.
  • Drivers not complying with this policy may receive an infringement or disciplinary notice and be denied further access authority.
  • Bollards located at Lawrence Wilson Art Gallery, Riley Oval West, Central Plant, and Agriculture will remain lowered during work hours (8am to 4pm). All other bollards are to be returned to the raised position once authorised access has been gained.

Authorisation

NB: If there is a need for a vehicle to go off paved areas then permission must be sought from Unipark.

  • Contact Unipark on 6488 3020 to make appropriate arrangements for access.

Unipark Office

  • Approve and provide Parking Authority Permit for contractors.
  • Monitor inner campus traffic for compliance with the policy.

 

 

To obtain vehicle Parking Authority Permit (contractors)

FM Supervisors and Technical Officers

  • Apply in writing to Unipark on behalf of contractors by completing an Application for Parking Authority Permit and justification for access requirement.

FM Supervisors

  • Distribute Parking Authority form to the contractor and monitor its use, providing discipline as necessary.

For issuing bollard keys (all users)

  • Allocate a limited number of bollard keys for issue to sections

FM Supervisors and Technical Officers

  • For staff: Issue bollard keys and forward a list of key holders to the Unipark Office.

    For contractors: Negotiate with Unipark for the authorised campus access of contractors, and then issue bollard keys to those contractors.
