Guidelines for Recycling Computers & Electronic Equipment

No computers or associated electronic equipment are to be placed in bins to be landfilled.


What electronic equipment do these guidelines cover?

The following equipment is covered by these guidelines:
 
• Computer monitors
• Hard drives/computer towers
• Laptops
• Mouse
• Keyboards
• Printers
• Cables
• Televisions
• Stereos
• DVD/Video players


Why recycle electronic waste?

  • Arsenic, cadmium, lead, mercury and nickel can leach out into the ground and water. These substances can be toxic and have been associated with serious diseases in humans, such as cancer and neurological disorders.
  • Often e-waste is shipped offshore where not only are we exporting our disposal problems, but we are also inflicting health hazards and pollution onto other nations.
  • Electronic equipment contains a lot of valuable materials that can be reused and recycled such as metals, plastics, copper and silver.


Disposal of Computer Equipment

The following steps should be followed in this order.

1. Internal Sale

If the computer or associated equipment is in good working order then it can be resold by advertising in UWA News. All University equipment available for sale internally must be sold via UWA News.

Process:
• Ensure that the University procedures for data removal have been followed. Check with your IT staff.
• Send an email to staffads@uwa.edu.au with Redundant Equipment in the subject line.
• Detail the Number of items, item brand and name, price (or alternatively accept offers), age, condition (1 = as new, 2 = good, 3 = serviceable, 4 = unserviceable), your section/School name and a contact email or extension.
• For Barcoded Equipment Sales:
o Internal sale to another Business Unit – an Asset Transfer Form is required to be completed and signed off by both the “From” and “To” BU’s and a T-form may be necessary to complete the financial arrangements of the sell/buy.
o Internal sale to staff or external sale – an Asset Retirement Form is required to be completed and forwarded to Financial Services for processing.
o Account Code use – 490 for external sales of Computer Equipment or 491 for Non-Computer Equipment (every non-barcoded equipment sale should use Account 493).
• GST issues – all external sales or sales to staff attract GST, only internal sales (Transfers) to other BU’s do not attract GST.

2. External Sale

If no internal interest is shown, some attempt should be made to realise some proceeds by means of an external sale.

3. Community reuse

If all avenues for resale have been exhausted and the device is in good working order then the computer equipment can be transferred externally to a school or charitable organisation. Please ensure you are not passing your problem onto someone else and that the computer is in exceptional working order.

Process:
• Ensure that the University procedures for data removal have been followed. Check with your IT staff.
• Fill in an Asset Retirement Form available online on the Financial Services website.
• Arrange delivery or pick up of the device to its intended destination.

4. Recycling

All computers and associated equipment should be recycled and must not be placed in skip bins for landfill.

Process:
• Ensure that the University procedures for data removal have been followed. Check with your IT staff.
• If the electronic equipment is on the Asset Register then ensure Financial Services procedures have been followed by completing an Asset Retirement Form.
